Thus the "Popular Guard" was officially established on January 6, 1970, ostensibly in response to the occupation of Kfar Kila and Houla villages in the Jabal Amel region of southern Lebanon and the kidnapping of local villagers by the Israeli Defence Forces (IDF). هكذا تم تأسيس "الحرس الشعبي" رسميا في 6 يناير 1970 ظاهريا ردا على احتلال قريتي كفركلا والحولة في منطقة جبل عامل في جنوب لبنان واختطاف قرويين محليين على يد جيش الدفاع الإسرائيلي.
Popular Guard underground guerrilla cells continued to operate in the Jabal Amel after the end of the civil war, fighting until 2000 alongside the Shia Hezbollah and other Lebanese armed groups against the Israel Defense Forces (IDF) and their South Lebanese Army (SLA) proxies in the Israeli-controlled "security zone." استمرت قوات الحرس الشعبي تحت الأرض في العمل في جبل عامل بعد انتهاء الحرب الأهلية حيث استمر حتى عام 2000 جنبا إلى جنب مع حزب الله الشيعي وغيره من الجماعات المسلحة اللبنانية ضد قوات الدفاع الإسرائيلية ووكلاء جيش لبنان الجنوبي التابعة له في المنطقة الأمنية التي تسيطر عليها إسرائيل.
